The second working meeting of the Smart Water Meter Technology Task Force for 2025 was successfully held in Ningbo.

On December 24, 2025, the second working meeting of the Smart Water Meter Technology Working Group (hereinafter referred to as the “Technology Working Group”) of the Water Meter Working Committee of the China Metrology Association was successfully held in Ningbo, Zhejiang Province. More than 40 technical experts from companies, technical institutions, and member units related to the water meter industry attended the meeting.

On December 24, 2025, the second working meeting of the Smart Water Meter Technology Working Group (hereinafter referred to as the “Technology Working Group”) of the Water Meter Working Committee of the China Metrology Association was successfully held in Ningbo, Zhejiang Province. More than 40 technical experts from companies, technical institutions, and member units related to the water meter industry attended the meeting.

The conference was organized by the Water Meter Working Committee of the China Metrology Association and co-organized by Ningbo Water Meter (Group) Co., Ltd. Chen Fuguang, head of the Technical Working Group, and Li Yong, deputy head of the group, respectively chaired the morning and afternoon sessions. Li Hongwei, Secretary-General of the China Metrology Association and deputy head of the Technical Working Group, Lin Zhiliang, vice-chairman of the committee (a member of the Technical Working Group), Wang Xinxin, executive deputy secretary-general, and Professor-level Senior Engineer Zhan Zhijie, advisor to the Association, also attended the meeting. Ms. Zhang Lin, Party Secretary and Chairperson of Ningbo Water Meter (Group) Co., Ltd., delivered a welcoming address.

In the morning, the meeting briefed the attendees on the key tasks and progress of the Water Meter Working Committee for 2025. Focusing on the draft “Summary Report on the Development of China’s Water Meter Industry during the 14th Five-Year Plan Period” and the draft “Outline for the Development Plan of China’s Water Meter Industry during the 15th Five-Year Plan Period,” the delegates engaged in an in-depth discussion on the major achievements and shortcomings during the 14th Five-Year Plan period, as well as the development strategies, goals, and key tasks for the 15th Five-Year Plan period, further strengthening consensus. Additionally, the meeting held a preliminary discussion on the theme selection and organizational arrangements for the 12th National Technical Exchange Conference on the Water Meter Industry.

In the afternoon, the meeting reported on the progress of the development and revision of group standards for the water meter industry in 2025, and conducted a preliminary feasibility review of six proposed group standard projects for 2026. Meanwhile, the meeting heard a report on the interim results of the research project “Quality Survey on the Replacement of Smart Water Meters at Their Expiration Dates,” and engaged in discussions centered around issues such as the service life of residential water meters. The meeting also interpreted the “Technical Dynamics Brief for the Water Meter Industry (2025)” and held an open discussion on topics raised by member units, including the application of AI camera technology in the water meter sector and the establishment of a precise, full-lifecycle management system for smart water meters.

In her concluding remarks, Li Hongwei, Secretary-General of the China Metrology Association, pointed out that this conference closely aligned with the four core functions of the Technical Working Group—“assisting in the preparation of industry development plans, promoting technological exchanges, conducting research on common technologies, and advancing the formulation and revision of standards.” She noted that the agenda was pragmatic, the discussions were thorough, and the outcomes were significant. She emphasized that the “15th Five-Year Plan Outline for China’s Water Meter Industry” is crucial to shaping the direction of development over the next five years and cannot be realized without the practical insights and strategic thinking of each enterprise. She urged all units to draw upon their own technological expertise, market strategies, and customer needs, and promptly submit targeted and actionable comments and suggestions. Only by pooling our collective wisdom can we develop a plan that truly reflects the realities of the industry and leads it toward high-quality development. She also stated that driving progress in the industry requires coordinated efforts from all parties, and encouraged member organizations to actively participate in industry-wide technological exchanges and standard-setting activities. She proposed that group standards should, whenever possible, be submitted through the channels of the China Metrology Association. Any water meter industry standards already submitted and approved through other channels should be promptly reported to the Secretariat to ensure the unity and coherence of the standards system.

The meeting expressed gratitude for the support provided by Ningbo Water Meter (Group) Co., Ltd. as the leading unit in organizing the conference. The attending delegates unanimously agreed to strengthen collaboration and jointly promote technological innovation and sustainable development within the industry.
